The Carl Albert Congressional Research and Studies Center at the University of Oklahoma seeks applicants for its Visiting Scholars Program, which provides financial assistance to researchers working at the Center's archives. Awards of $500-$1000 are normally granted as reimbursement for travel and lodging. These research visits to the Carl Albert Center usually last no longer than one week.

The Center's holdings include the papers of many former members of Congress, such as Robert S. Kerr, Fred Harris, and Speaker Carl Albert of Oklahoma; Helen Gahagan Douglas and Jeffery Cohelan of California; Sidney Clarke of Kansas; and Neil Gallagher of New Jersey. Besides the history of Congress, congressional leadership, national and Oklahoma politics, and election campaigns, the collections also document government policy affecting agriculture, Native Americans, energy, foreign affairs, the environment, the economy, and other areas. Topics that can be studied include the Great Depression, flood control, soil conservation, and tribal affairs. At least one collection provides insight on women in American politics. Most materials date from the 1920s to the 1970s, although there is one nineteenth century collection. The Visiting Scholars Program is open to any applicant. Emphasis is given to those pursuing postdoctoral research in history, political science, and other fields. Graduate students involved in research for publication, thesis, or dissertation are encouraged to apply. Interested undergraduates and lay researchers are also invited to apply. The Center evaluates each research proposal based upon
its merits, and funding for a variety of topics is expected.

No standardized form is needed for application. Instead, a series of documents should be sent to the Center, including: (1) a description of the research proposal in fewer than 1000 words; (2) a personal vita; (3) an explanation of how the Center's resources will assist the researcher; (4) a budget proposal; and (5) a letter of reference from an established scholar in the discipline attesting to the significance of the research. Applications are accepted at any time.

This scholarship, offered by Scottish Heritage USA, provides one American college student with a year-long gardening experience at Threave School of Horticulture in Castle Douglas, Scotland. Learning and working alongside Scottish students, the program comprises demonstrations, informal lectures, and most importantly, hands-on work experience in such areas as glass house cultivation, propagation, pest management, turf management, pruning, fruit and vegetable cultivation, plant identification, garden design and general cultivation of the wide range of herbaceous and woody ornamentals that are grown at Threave.

The gardens cover approximately 65 acres of generally rolling terrain in rural southwestern Scotland. The National Trust for Scotland which owns and manages the school, gardens and surrounding estate lands developed the property as a teaching garden. For that reason, many different garden types have been incorporated into the overall scheme and a correspondingly diverse collection of plants from around the world are cultivated. Students are responsible for all aspects of maintenance, working with and learning from the professional garden staff.

The successful applicant will be a graduate of a two-year college horticulture program or have completed at least two years of a four year program in horticulture or a closely related field by the time the program begins in late July/early August. The recipient will also express a strong commitment to horticulture as a career, and will express a real desire to live, work, learn and experience life in rural Scotland.

This scholarship provides the recipient with airfare to and from Scotland, as well as a monthly stipend. Students live in self-contained apartments in Threave House, (formerly the estate house), located on the grounds.

Call for SEVEN Fund Student Essay Competition

The SEVEN Fund has announced its Student Essay Competition. The competition will award one (1) undergraduate student prize of US$10,000 and one (1) graduate student prize of US$20,000. The submission deadline is December 7, 2008 at midnight Eastern Standard Time (EST). Winners will be announced on February 7.

Essay Question

Great leaders require great followers. They create a vision imbued with moral purpose, tension, insight; and they open hearts and minds to that vision by embodying the personal values consistent with that vision, and by being eloquent.

Please review the videos called, “The Entrepreneur President, Paul Kagame of Rwanda,” Parts One and Two (available at www.sevenfund.org/essayresources). For purposes of this essay, assume the role of policy advisor to President Kagame, and consider these videos your personal briefing on his top priorities. In response, write a 2000 word essay with policy recommendations that put President Kagame’s vision into practice. The essay should use the first person, and be persuasive. The introductory sentence might even begin, “Your Excellency, I understand your vision and here are my policy recommendations.”

As further background to inform this essay on policy you may review Michael Fairbanks’ chapter in the book Culture Matters , called “Changing the Mind of a Nation”(also available at www.sevenfund.org/essayresources), though that is not necessary. The essay need not be comprehensive, but should focus on key policies. Your recommendations should not be purely ideological nor a regurgitation of conventional wisdom. Rather, we encourage you to formulate an original, practical and integrated set of policies for Rwanda that focus on Enterprise Solutions to Poverty. The essay should address specific policy recommendations in some or all of the following areas :

- Monetary policy
- Fiscal Policy
- Direct Foreign Investment policy
- Trade policy
- Sectoral Policy
- Wage Policy

The winners will be announced on February 7. We intend to personally present the winning paper(s) to His Excellency, President Paul Kagame, and his cabinet for their review. The winning essays may be published in selected magazines and publications. SEVEN intends to publish a selection of all submitted essays on its website and in an essay book. By entering the essay competition, students are understood to give their permission for their essay to be used in that fashion.

Scholarship Description

The Presidential Forum on Renewable Energy is sponsoring a student essay contest in which three college students will be named and awarded a $10,000 educational prize. The contest will engage college students in the issues of renewable energy, sustainability, and conservation.

Eligibility: The contest is open to students who, as of January 1, 2008, are between the ages of 18 and 24; enrolled, full-time or part-time, in an undergraduate college program; and a citizen of the United States of America.

Prize: An educational prize of $10,000 will be paid to each of the three students who submit a winning essay. The prizes will be paid to the students, in a lump sum, on or after May 1, 2008. Individual winners will be responsible for all tax liabilities.

Announcement of Winners
The three students whose essays have been selected as winners will be contacted directly by the Presidential Forum on Renewal Energy in April, 2008, to coincide with Earth Day. The official announcement of the winners will be made only after each student’s eligibility has been confirmed.

Essay Question:
Although Americans make up only five percent of the world’s population, we consume twenty-five percent of its energy production. Our dependence on non-renewable energy sources such as oil has a profound and long-term impact on our environment and our quality of life, and even on our economic stability and national security.

Developing renewable energy sources, then, is an urgent national priority. Renewable energy is any resource that naturally replenishes itself in a relatively short period of time such as hydropower, solar energy, and wind energy.

As the 2008 presidential election approaches, this contest gives you a voice in this critical problem. We invite you to submit a 4 to 6 point renewable energy plan for America. Your plan should lay out strategies for the next five to ten years and beyond that will minimize our current dependence on non-renewable energy sources.

Assume your goal is to convince an audience of politicians, the United States public, and scientists that your plan is the optimal solution to a pressing problem. Your plan must be practical, so you should address the technical, economic, and political challenges your proposal will face. A persuasive argument will sketch the dimensions of the problem, weigh the costs and benefits of its proposal versus that of potential alternatives and offer clear reasoning and hard evidence.

The Selection Criteria
Submissions will be evaluated on their originality, on their political, economic, and technical feasibility, and on their long-term viability. We will evaluate plans on the soundness and originality of your thinking, but we will also consider the ability to present those ideas in a concise, persuasive, and compelling manner.

Rules:
* All submissions should be 4 – 6 pages and may not exceed 2,500 words.
* All participants are permitted to submit only one essay.
* Group submissions are not allowed.
* Charts, graphs and images are not permitted.
* All references must be cited according to MLA style.
* All submissions must be pasted into the form hosted on http://www.2008energyforum.org , including title and abstract.
* Participants are required to verify that they are: enrolled in a full or part time college program; a United States citizen: and submitting an original and properly cited essay.

The Teacher Education Assistance for College and Higher Education (TEACH) Grant Program will provide grants of up to $4,000 per year to students who intend to teach in a public or private elementary or secondary school that serves students from low-income families.

In exchange for receiving a TEACH Grant, the student must teach for at least four academic years within eight calendar years of completing the program of study for which he/she received the award. Those who fail to complete the service obligation will have to repay the grant in the form of a Federal Direct Unsubsidized Stafford Loan.

To be eligible, the student must:

1.Complete the FAFSA (although the award is not need based)
2.Be a US citizen or eligible non-citizen
3.Be an undergraduate, post-baccalaureate or graduate students attending a college that participates in the TEACH grant program

The goal of the EPP Undergraduate Scholars Program is to increase the number of students who undertake course work and graduate with degrees in targeted academic fields integral to NOAA's mission. This program targets students who have completed their sophomore year, attending minority serving institutions (MSIs), and have recently declared, or about to declare a major in atmospheric, oceanic, or environmental disciplines that support these sciences. Undergraduate college students receive training in oceanic and atmospheric science, research, technology, mathematics, and engineering and foster multidisciplinary training. Students participate in headquarters orientation where they learn about the programmatic and research objectives and potential career opportunities within NOAA Line, Staff, and Program Offices.

The program provides successful undergraduate applicants with awards that include two years of academic assistance at $8,000 per year for full-time study; two 10-week summer internship ($650/week); a housing subsidy during the summer; travel to a mandatory NOAA Student Scholarship Orientation Program in Silver Spring, MD.; and travel to approved conferences where students present a research paper or poster. The two summer internships provide Scholars with "hands-on" reseach, scientific, and technological experience.

- full-time students;
